Homelessness Prevention and Rapid Housing Distribution Programme On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which provided $1.5 billion for a Homelessness Prevention Fund. Community Development Department - BERWYN offers program that called the Homelessness Prevention and Rapid Re-Housing Program (HPRP), is distributed based on the formula used for the Emergency Shelter Grants (ESG) program. Grantees may provide rental assistance or services to eligible program participants who live or seek to live outside the jurisdiction. They may also finance ubgrantes serving outside the jurisdiction, sub-grenades that are outside the jurisdiction, and sub-grenades serving multiple jurisdictions. A grantee may impose more stringent requirements, such as that HPRP funds must be spent within the jurisdiction or that there is a residency requirement, but the HUD does not specify these requirements.
