According to your description, VPN is enabled in your Windows, which can be divided into the following two cases.
If you are using a three-party app VPN, you can close it by right-clicking the VPN app icon on the taskbar in the lower right corner of the desktop.
If your computer is configured with VPN parameters, you can follow these steps to remove or disable the VPN to restore.
To disconnect or remove a VPN on your Windows 11 PC, nigate to Settings, click the Network and Internet option, select the VPN tab, choose a VPN connection that you want to disconnect or delete, and click Disconnect or Delete.
Then check again.
