Section 743 of the FY 2010 Consolidated Appropriations Act (Pub. L. 111-117, 31 USC 501 note) and 10 USC 2330a (renumbered at 10 USC 4505) require certain agencies to prepare and review inventories of their service contracts annually. The reviews help inform agency managers whether contractors are being used appropriately or if rebalancing the workforce may be needed. Certain data elements for the inventory are submitted by contractors through SAM.
